The simplest answer is: ‘by everyone for everyone'.

IGRAC has been founded to promote the acquisition and processing of groundwater data and to facilitate the exchange of groundwater knowledge for the benefit of all those who have a stake in groundwater. The Centre has adopted a demand-driven approach: within its fields of activity it will prioritise those activities that are prompted by the international groundwater community, using criteria such as urgency, actuality, feasibility and willingness to co-operate.

‘Working together' is the main founding principle of IGRAC and it will be endorsed in various ways. As a non-commercial organisation, the Centre aims for the free-of-charge availability of outputs of conducted activities. However, the outputs will depend on inputs provided by contributions of groundwater-related organisations and individuals. For instance, IGRAC is developing a Global Groundwater Information System, but it cannot fill it in on its own. Therefore, the Centre intends to develop co-operation mechanisms in order to promote the exchange of data, methodologies, technologies and expertise among the parties involved.
